8(a) Direct Award Contracts
Section 8(a) of the Small Business Act as amended by Congress created the 8(a) business development program. This program enables SBA to assist small disadvantaged firms to develop their businesses. In applying to the program, a firm is rigorously evaluated on its ownership, operations, financial health, and past performance. Once accepted, the firm is required to provide SBA a detailed business plan and annually show continued success as a viable, strong business entity. The SBA certifies firms that are approved for a period of nine years. The SBA has signed Memoranda of Understanding (MOUs) with Federal Agencies allowing them to contract directly with certified 8(a) firms. Participants can receive sole source contracts, up to a ceiling of $4 million for goods and services.
The 8(a) sole source vehicle provides agencies a simplified and shortened acquisition procedure:
- Reduced decision cycle: the time required to award an 8(a) sole source contract is usually within days.
- Lowered administrative costs: procurement process and time is reduced to a minimum.
- Prices reflecting the best value: agency negotiates with the firm directly to get the best value.
- Credit for promoting small business participation within agency.
- Can initiate a contract with a simple high-level statement of work.

SDVOSB Direct Award Contracts
TIME Systems is certified through the Department of Veterans Affairs Center for Veterans Enterprise as a Service Disabled Veteran Owned Small Business.
In 2006, President George W. Bush signed into law the “Veterans Benefits, Health Care, and Information Technology Act of 2006” (Public Law 109-461). This law provides Veterans Affairs with unique authority to conduct set-aside and sole source procurements with small businesses owned and operated by veterans. This legislation authorizes a unique “Veterans First” approach, specific to VA contracting. This approach changes the priorities for contracting preferences within VA, placing SDVOSBs and VOSBs first and second, respectively, in satisfying VA’s acquisition requirements.
The SDVOSB sole source vehicle provides agencies a simplified and shortened acquisition procedure:
- Reduced decision cycle – time required to award an SDVOSB sole source contract is usually within days
- Lowered administrative costs – procurement process and time is reduced to a minimum
- Credit for promoting participation
8(a) STARS III
8(a) STARS III, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. This next-generation GWAC builds upon the framework of 8(a) STARS II and expands capabilities for emerging technologies and outside the continental United States (OCONUS) requirements. GSA Schedule 70
The General Services Administration (GSA) developed this five-year Indefinite Delivery/Indefinite Quantity (IDIQ) to supply the United States Government with a variety of Information Technology (IT) services at federally-approved rates. Schedule 70 benefits include the convenience of efficient online procurement, a widely-ranged selection in one e-marketplace, no need to synopsize orders, and compliance with the Federal Acquisition Regulations. The Schedule 70 is the most prevalent acquisition vehicle used, offering rapid procurement from over 5,000 certified partners across the U.S.
SeaPort-NxG
The U. S. Navy’s SeaPort NxG is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract designed to provide multiple Navy bureaus with engineering, programmatic, and technical support services. In response to Task Orders issued under this contract, the Contractor shall provide services that potentially span the entire spectrum of mission areas and technical capabilities supported by the Department of the Navy (DON) ordering activities. Functional areas span a variety of services within Engineering Services and Program Management Services, including but not limited to those listed below.
DOT FAA eFAST
The Department of Transportation Federal Aviation Administration (DOT FAA) created the electronic FAA Accelerated and Simplified Tasks (eFAST) contracting vehicle to streamline FAA contracts procurement and provide the FAA with administration, management, engineering, and IT services.
AFNCR IT Support Services
The AFNCR and Air Force-directed helpdesk streamline incident calls and service requests through their Enterprise Information Technology Service Management (EITSM) Remedy systems, offering comprehensive Tier 0-3 support around the clock. By maintaining, modifying, and configuring the system, they ensure adaptability to evolving mission requirements and alignment with performance metrics, optimizing service delivery. This centralized approach enhances efficiency, responsiveness, and adaptability within the AFNCR, providing seamless support to its customers while complying with operational regulations.
